Persons residing in the Abkhazia or Tskhinvali regions may apply for marriage registration to any territorial office of the State Services Development Agency or any branch of the Public Service Hall.
Marriage registration requires the persons wishing to marry to have reached the legal marriage age and to provide their consent. Marriage registration is permitted from the age of 18.
Marriage registration must be conducted in the presence of two adult, legally capable witnesses.
Marriage is not permitted between:
- Persons, at least one of whom is already married to another person;
- Direct ascendants and descendants;
- Biological or non-biological siblings;
- An adopter and an adopted person;
- Persons, at least one of whom is a recipient of support and who have not concluded a marriage contract as provided for by Georgian legislation;
- Persons of the same biological sex.
Documents required for marriage registration:
- Identity documents of the persons wishing to marry;
- A joint written application of the persons wishing to marry;
- Identity documents of the persons wishing to marry and the witnesses (any available documents are accepted, including so-called documents issued in Abkhazia and the Tskhinvali region);
- A document confirming the termination of a previous marriage (if one of the persons wishing to marry was previously married);
- Documents confirming the authority of representation and the identity of the representative, if the application is submitted by a representative of one of the persons wishing to marry (any available documents are accepted, including so-called documents issued in Abkhazia and the Tskhinvali region).
The Civil Acts Registration Authority is authorized to register a marriage using available so-called documents issued in Abkhazia/Tskhinvali regions confirming the termination of a marriage (divorce certificate, death certificate), if these documents confirm the fact of termination of a previous marriage registered in the Abkhazia or Tskhinvali region.
Service period and fee
Marriage registration at territorial offices of the State Services Development Agency and branches of the Public Service Hall, without special ceremonial services, is free of charge.
